Godspeed’s Clears the Way With New ICE Add-On

The buy of Southeastern Land Company is the third add-on to Godspeed’s transportation engineering platform

Infrastructure Consulting & Engineering USA (ICE USA), a transportation-focused engineering and infrastructure services platform backed by Godspeed Capital, has acquired Southeastern Land Company, a Myrtle Beach provider of right-of-way and easement acquisition and project management services for public infrastructure and utility projects, in the third add-on to the ICE USA platform.

Its work covers rights-of-way, easements, and fee simple land acquisitions, along with the project management required to move complex acquisition programs through planning and delivery across North and South Carolina.

The firm operates with a working knowledge of the regulatory and logistical complexities of land acquisition, positioning it as a single point of contact for utilities, municipalities, and government agencies throughout the Carolinas. The buy of SLC brings more than 67 professionals to the ICE platform.

SLC, led by President Bill Saunders, was founded in 1996 and is headquartered roughly 100 miles northeast of Charleston, South Carolina, in Myrtle Beach.

Godspeed established the ICE USA platform in April 2024 with the buy of Infrastructure Consulting & Engineering, a full-service transportation consulting and design firm focused on public infrastructure across the Southeastern United States. Founded in 2013 and based in West Columbia, South Carolina, ICE USA maintains 30 offices across states including North and South Carolina, Georgia, Florida, Louisiana, Texas, Virginia, and West Virginia, and ranks among the top transportation design firms nationally.

Two add-on acquisitions followed with the buys of IDCUS, a Texas-based provider of planning, civil engineering, and construction management services for public works and transportation agencies (April 2024); and Robert G. Campbell and Associates, a Tennessee-based provider of surveying, civil engineering, and construction management services (October 2024).

The acquisition of SLC extends ICE USA’s reach from engineering and design into land and property acquisition, broadening the services it can offer state and local governments, transportation agencies, and utility clients.

The ICE USA platform is being assembled against a backdrop of record public infrastructure spending. The U.S. engineering services market was estimated at about $410 billion in 2026 and is projected to grow at a compound annual rate of roughly 5.4% through 2031, with civil engineering accounting for about 34.6% of activity, according to Mordor Intelligence. U.S. transportation construction is expected to reach a record of roughly $209 billion in 2026, supported by Infrastructure Investment and Jobs Act allocations that include $110 billion for roads and bridges, according to the Federal Highway Administration. Rising design and acquisition workloads tied to that funding favor platforms that can carry projects from planning through property acquisition.

Godspeed Capital is a Washington DC-based lower middle-market private equity firm founded in 2020 that invests in defense and government services and technology businesses. The firm pursues control buyouts, buy-and-builds, corporate carve-outs, and special situations, typically in companies generating approximately $3 million to $30 million of EBITDA, with capacity for larger transactions through co-investment. Godspeed closed its third fund at a $675 million hard cap in October 2024.
