Perimeter Solutions, a portfolio company of SK Capital, has acquired sister companies First Response Fire Rescue, River City Fabrication and H&S Transport.
First Response provides equipment, field service, and distribution of parts and supplies for fire suppression operations. The company has a fleet of mobile equipment and is a service supplier to the USDA Forest Service and CalFire. First Response, in partnership with Perimeter’s PHOS-CHEK business, oversees operations at more than 126 wildland fire airbases throughout the United States. The company was founded in 2003 by Shannon and Laura Horn and is based in Post Falls, ID (www.frfire.com).
River City Fabrication (RCF) is a fabricator of chemical equipment, structural steel and specialty metal products used in the wildland fire market. The company also produces emergency response trucks and other firefighting systems for wildland fire management use. RCF was founded by Shannon Horn and is based in Post Falls, ID (www.rivercityfabrication.com).
H&S Transport (H&S) facilitates heavy equipment and transportation services for the wildland fire market and is a service provider to Perimeter Solutions. The company, owned by Shannon Horn, is based in Post Falls, ID (no website found).
First Response, RCF and H&S operate out of two facilities totaling 75,000 square feet on eight acres of land in Post Falls, ID. Perimeter will retain the management, staff and service technicians of all three companies and the Post Falls facilities will become a new operational site under Perimeter’s Fire Safety Group with Shannon Horn assuming the new role of Director, Government Contracts and President of River City Fabrication.
Perimeter Solutions was formed by SK Capital when it acquired the fire safety and oil additives businesses of Israel Chemicals in March 2018. Perimeter’s fire safety business supplies chemicals and services for fighting wildfires and foams to extinguish fires. PHOS-CHEK is one of the company’s leading brands and it is used by the USDA Forest Service, CalFire and many other fire management agencies around the world for prevention and suppression of wildland fires.
Perimeter’s oil additives business provides phosphorus pentasulfide, an inorganic compound that is used in lube oil additives, pesticides and mining chemicals. Perimeter, led by CEO Edward Goldberg, is headquartered in St. Louis (www.perimeter-solutions.com).

SK Capital specializes in the specialty materials, chemicals and pharmaceuticals sectors and typically invests equity of $100 million to $200 million in each portfolio company. In February 2019 the firm held a final closing of SK Capital Partners Fund V LP with total committed capital of $2.1 billion. The firm’s earlier fund was raised in 2014 with $1.0 billion of capital.
